Three things a 360 review is not, despite frequent confusion. First, it is not a performance review. Performance reviews evaluate; 360 reviews develop. Culture surveys ask questions about the organization; 360 reviews ask questions about an individual. Third, it is not a conflict resolution tool. The strongest single argument for 360 reviews is blind-spot detection. Almost every leader has at least one significant gap between how they perceive themselves and how their team perceives them. If you have read this far and decided your team is genuinely ready for formal 360 reviews, the 10-step process below is the lightest defensible version of the practice. It assumes a team of at least 15 employees with established management practices and a willingness to invest 4-7 hours per recipient over the cycle. One critical note on question design: avoid abstract personality traits ("is this person creative?") and focus on observable behaviors ("does this person bring novel approaches to problems?"). Trait questions invite stereotyping and produce data that is hard to act on. Behavior questions produce specific feedback that maps to specific changes.

360 Reviews for Managers Specifically

360 reviews for managers are the highest-leverage version of the practice. Manager behavior shapes team culture, retention, and engagement disproportionately to any other single factor; Gallup research consistently finds that managers account for at least 70% of the variance in employee engagement scores. A 360 review of a manager surfaces patterns that the manager themselves cannot see and that their own manager cannot fully observe.

Three things that are different about manager 360s compared to individual contributor 360s. First, direct report ratings become the most consequential rater category. The manager's own manager sees the work output but not the management behavior; peers see some interactions but not the day-to-day management; only direct reports see how the manager actually manages. The 360 should weight direct-report data appropriately.

The Dual-Role Risk for Founders
