In their portal, the Library lists the published courses open to their department, with their progress on each. Nobody has to assign them first.
Retire a course and keep its records, or delete it for good
Set a course back to Draft to stop offering it, and its learners and signed completions stay. Delete Course removes everything, progress and feedback included.
