AI Strategist Job Description Templates for Small Businesses
6 templates for the four different jobs this title hides: first AI hire, head of AI strategy, strategy consultant, functional strategist, governance owner, and fractional engagement. Download as DOCX.
Two companies posted for an AI strategist in the same week and wanted completely different people. One wanted someone to write a board-level roadmap and hand it to an engineering team. The other had eleven employees, no engineering team, and needed somebody who could pick three workflows and rebuild them personally by Friday.
Both postings used the same title and roughly the same bullet points. Both attracted the wrong candidates. That is the whole problem with this job description: the title arrived in the market faster than any agreement about what it means, so the posting has to do the defining work that the title normally does.
At FirstHR we write hiring templates for small employers without an HR department. The six below cover a first AI hire, a head of AI strategy, a client-facing consultant, a functional marketing strategist, a governance and risk owner, and a fractional engagement, each with the pay anchors and classification notes the generic versions skip.
TL;DR
An AI strategist decides where AI is worth applying, picks the tools, runs the pilots, and writes the usage rules. There is no federal occupation code for the title, so benchmark against management analysts at $101,860, data scientists at $120,230, and computer and information systems managers at $175,140 (BLS OEWS, May 2025). Six templates below, downloadable as DOCX.
What an AI Strategist Actually Does
An AI strategist decides where artificial intelligence is worth applying inside a business and makes those projects actually happen. The work splits into four repeating parts: rank the opportunities, choose the tools, run the pilots with a measured baseline, and write the rules everyone follows.
The title hides at least four different jobs, and picking the wrong one is the most expensive mistake in the process. A company with no AI function needs a builder. A company with nine projects in production needs a portfolio owner with budget authority. Those two postings share a title and almost nothing else.
The first AI hire
Strategy plus hands on keyboard
At a small company there is nobody to hand the roadmap to. The person who picks the use cases also runs the pilots, configures the tools, and trains the staff. Post a role that says so, or you will hire an advisor and get a slide deck.
The portfolio owner
Budget, governance, and veto power
Once several projects are live, the job changes into owning the portfolio: approving use cases, controlling spend, and setting the standard every team follows. That is a leadership posting with real authority attached, not a senior individual contributor role.
The functional strategist
One department, deep
Marketing, support, and operations each hire their own AI strategist to rebuild how that function produces work. Scope is narrow, results arrive faster, and classification can land on either side of the exempt line depending on how much of the day is execution.
The governance owner
Inventory, controls, and evidence
Regulated companies and anyone selling to enterprise buyers need someone who can produce an AI inventory, a risk tier, and a testing record on demand. This is a risk and compliance posting that happens to be about AI, and it hires from a different pool.
Write the Posting for the Problem, Not for the Title
Before you write a line, answer one question: on day 90, what has to exist that does not exist now? If the answer is a funded roadmap and a governance standard, you are hiring a portfolio owner. If the answer is three workflows that run differently, you are hiring a builder who happens to think strategically. If the answer is an inventory and an audit trail, you are hiring a risk professional. Write the posting to that answer and most of your screening problem disappears before the first application arrives.
The Roles It Gets Confused With
An AI strategist works across the company; the adjacent roles work inside one system, one product, or one model. The strategist decides what should be built and why. Everyone else in this table decides how, or reports on what happened after.
Role
What it owns
Hire this one instead when
AI strategist
Where AI gets applied, what it costs, which vendor, what the rules are
Nobody has ranked the opportunities yet
AI product manager
The roadmap and requirements for one AI product or feature
The product exists and needs an owner
AI engineer
Building, integrating, and running AI systems in production
The decision is made and the work is engineering
Machine learning engineer
Training, deploying, and maintaining models at scale
You are building models, not buying them
Prompt engineer
Model behavior, evaluation sets, and output quality
One system works but its output is unreliable
Data scientist
Analysis, modeling, and validation against your data
The question is statistical rather than strategic
AI analyst
Reporting on what deployed AI systems are doing and costing
Systems are live and nobody knows the numbers
In practice the closest sibling is the AI product manager, which is why the two postings so often get merged into an unhireable hybrid. Keep them separate. If the work is engineering rather than direction, our AI engineer templates are the better starting point.
Where the role is genuinely senior and enterprise-wide, it starts to overlap with the chief strategy officer posting, and the two should not be written as one job.
The opposite failure is just as common. When the need turns out to be narrower than it first appeared, a prompt engineer or a data scientist will often solve the actual problem for considerably less money.
What Belongs in the Posting
A good AI strategist posting does four jobs at once: it defines a role the market has not defined, it filters out candidates with no shipped work, it protects you legally, and it closes a candidate who has other options. Most postings do only the first, badly.
The parts candidates read first
Which of the four scopes this actually is
Your current AI maturity, stated honestly
The systems and data they will work with
Who they report to and who decides
The parts that filter applicants
Shipped projects with measured outcomes, not pilots
Hands-on expectations spelled out
Budget and vendor authority, or the absence of it
Technical fluency required versus preferred
The parts that protect you
FLSA classification stated on the posting
Employee or contractor decided before you post
Confidentiality and data handling expectations
Equal opportunity statement
The parts that win the hire
A pay range you will honor
The first 90 days described concretely
Decision speed and who they can go around
Budget for tools, compute, and training
The omission that costs the most is budget authority. Senior candidates want to know whether they can spend money and approve vendors, or whether every decision routes through a founder who will overrule them. Leaving it unstated reads as the second. Our guide to writing a job description covers the general structure, and the full hiring template library has the adjacent roles.

Template 1: AI Strategist, First AI Hire
The hands-on version for a company with no AI function yet. Audit, roadmap, vendor selection, pilots, policy, and training are all one job here, and the template says so in the summary rather than burying it.
AI Strategist Job Description (First AI Hire, Small Business)
AI STRATEGIST JOB DESCRIPTION (FIRST AI HIRE)
Company: __ ([City, State])
Reports to: [Founder / CEO / COO]
Employment type: Full-time
Work model: [Onsite / Hybrid / Remote]
FLSA status: Exempt (see classification note)
Compensation: $_ to $_ per year
ABOUT [COMPANY NAME]
[Company Name] is a [industry] company in [City, State] with [team size
description]. We run on [list your core systems: CRM, helpdesk, ERP, billing].
We are hiring our first AI Strategist to decide where artificial intelligence
actually pays for itself here, and to get those projects shipped.
POSITION SUMMARY
The AI Strategist builds and owns our AI roadmap: finding the workflows worth
automating, sizing the return, choosing tools and vendors, running pilots, and
writing the internal rules for how our team uses AI safely. This is a hands-on
role, not an advisory one. You will run the pilots yourself.
KEY RESPONSIBILITIES
•Audit current workflows in [departments] and rank AI opportunities by cost,
effort, and measurable return
•Own a 12-month AI roadmap with named owners, budgets, and success metrics
•Evaluate and select vendors and models; negotiate terms with [Finance / Legal]
•Run pilots end to end: scope, build or configure, measure, keep or kill
•Write and maintain our acceptable use policy for AI tools
•Maintain an inventory of every AI system in use, what data it touches, and who
approved it
•Train department leads and staff on approved tools and safe usage
•Report quarterly to leadership on adoption, spend, and realized savings
•Keep human review in place for any decision affecting employees or customers
REQUIRED QUALIFICATIONS
•[Number] years applying AI, automation, or analytics to business problems
•Demonstrated projects with measured outcomes, not pilots that never shipped
•Working fluency with [LLM APIs / automation platforms / your data stack]
•Ability to write a business case a non-technical owner can act on
•Comfort operating without a team underneath you
PREFERRED QUALIFICATIONS
•Experience in [our industry] or a comparable regulated environment
•Familiarity with the NIST AI Risk Management Framework
•Change management experience with non-technical staff
CLASSIFICATION AND COMPLIANCE NOTE (read before posting)
A full-time AI Strategist at this level normally qualifies as exempt under the
administrative or learned professional exemption, because the primary duty is
office work directly related to management or general business operations and
involves independent judgment on significant matters. The federal salary floor
of $684 per week ($35,568 a year) is far below any realistic offer here, so the
duties test is what matters. Confirm your state's own salary threshold, which
may be higher than the federal one. This is general information, not legal
advice.
EEO STATEMENT
[Company Name] is an equal opportunity employer and provides reasonable
accommodations for the essential functions of this role.
COMPENSATION AND HOW TO APPLY
Compensation: $_ to $_ per year, [bonus], [equity], [benefits]
To apply, email __ with your resume and one paragraph on an
AI project you shipped and what it saved.
Template 2: Head of AI Strategy
For a company past the experiment stage: budget ownership, an approval gate for new use cases, and accountability for portfolio return rather than project count.
Head of AI Strategy Job Description (Senior In-House Leader)
HEAD OF AI STRATEGY JOB DESCRIPTION
Company: __ ([City, State])
Reports to: [CEO / CTO / COO]
Direct reports: [number, or none initially]
Employment type: Full-time
FLSA status: Exempt (executive or administrative; see note)
Compensation: $_ to $_ per year plus [bonus / equity]
ABOUT THIS ROLE
[Company Name] has moved past experiments. We have [number] AI projects in
production and [number] more requested, and no single owner for the portfolio.
We are hiring a Head of AI Strategy to set direction, control spend, and make
the buy, build, or skip decision for every request that comes in.
POSITION SUMMARY
The Head of AI Strategy owns the company's AI portfolio: strategy, governance,
budget, vendor relationships, and the operating standards every team follows.
The role sits between leadership, engineering, and the business units and is
accountable for measurable return, not for activity.
KEY RESPONSIBILITIES
•Set and publish the company AI strategy and review it [quarterly]
•Chair the AI review group that approves new use cases and vendors
•Own the AI budget across licenses, compute, and outside help
•Define the governance standard: risk tiers, approval gates, documentation,
human oversight, and retirement criteria
•Partner with [Engineering / Data] on build versus buy decisions
•Set data handling rules with [Legal / Security] before models touch customer
or employee data
•Build the internal capability plan: hiring, training, and vendor support
•Report to [the board / leadership] on portfolio performance and risk
REQUIRED QUALIFICATIONS
•[Number] years leading technology or data strategy, including [number] years
with AI or machine learning in production
•Track record owning a budget and defending it to executives
•Fluency in model capability and limits at a level that survives a vendor pitch
•Experience building governance that engineers actually follow
•Bachelor's degree in [field] or equivalent experience
PREFERRED QUALIFICATIONS
•Prior first-AI-leader role at a company of our size
•Experience with [our regulatory environment: HIPAA, GLBA, FERPA, PCI]
•Public speaking or writing that helps us recruit
CLASSIFICATION AND COMPLIANCE NOTE
This role is exempt. If it manages two or more full-time employees and has real
authority over hiring and firing, the executive exemption applies; if it does
not yet have reports, the administrative exemption normally does, since the
primary duty is running a business function with independent judgment. Roles
paid at or above $107,432 a year may also meet the highly compensated employee
test, which uses a relaxed duties standard. Check your state threshold, which
can exceed the federal one. This is general information, not legal advice.

[Company Name] is an equal opportunity employer and provides reasonable
accommodations for the essential functions of this role.

AI Strategy Consultant Job Description (Client-Facing)
AI STRATEGY CONSULTANT JOB DESCRIPTION
Firm: __ ([City, State])
Reports to: [Practice Lead / Managing Partner]
Employment type: Full-time [W-2 employee]
Travel: [percentage]
FLSA status: Exempt (see classification note)
Compensation: $_ to $_ per year [plus utilization bonus]
ABOUT THIS ROLE
[Firm Name] advises [client type] on [scope]. Our clients are asking for AI help
faster than we can staff it. We are hiring an AI Strategy Consultant to run
client engagements end to end: assessment, roadmap, vendor selection, and the
first implementation.
POSITION SUMMARY
The AI Strategy Consultant leads client engagements that turn a vague mandate
into a funded, sequenced plan. You will run discovery, quantify the opportunity,
present to client executives, and stay through enough of the build that the plan
survives contact with reality.
KEY RESPONSIBILITIES
•Run discovery with client stakeholders across [functions]
•Build the opportunity model: cost, effort, risk, and expected return per use
case
•Present findings and roadmaps to client executives and boards
•Recommend vendors and architectures without favoring any single supplier
•Draft client-side governance: policy, approval flow, and model inventory
•Support the first implementation and hand over documentation
•Contribute to proposals, scoping, and pricing for new work
•Maintain [target] billable utilization and accurate time records
REQUIRED QUALIFICATIONS
•[Number] years in consulting, strategy, or an internal transformation role
•At least [number] AI or automation engagements delivered to a client
•Executive-level communication: you can hold a room of skeptics
•Financial modeling strong enough to defend a return estimate
•Willingness to travel [percentage] to client sites
PREFERRED QUALIFICATIONS
•Depth in [industry vertical]
•Experience selling or scoping follow-on work
•Familiarity with the NIST AI Risk Management Framework
CLASSIFICATION AND COMPLIANCE NOTE
Consultants of this kind are normally exempt under the administrative exemption:
the primary duty is advising clients on management or general business
operations and exercising independent judgment on significant matters. Two
cautions for firms. First, exempt status does not remove your obligation to
track time for billing, and time records are discoverable if classification is
ever challenged. Second, if you pay this person on a project basis through a
staffing arrangement, revisit whether they are your employee. This is general
information, not legal advice.
EEO STATEMENT
[Firm Name] is an equal opportunity employer and provides reasonable
accommodations for the essential functions of this role.
COMPENSATION AND HOW TO APPLY
Compensation: $_ to $_ per year, [bonus], [travel policy]
To apply, email __ with your resume and one engagement
summary with the outcome the client actually got.
Template 4: AI Marketing Strategist
The functional version, scoped to one department. Prompt and workflow library, quality and disclosure standards, and head-to-head testing against the previous baseline, with an honest note that this role can land on either side of the exempt line.
AI Marketing Strategist Job Description (Functional Role)
AI MARKETING STRATEGIST JOB DESCRIPTION
Company: __ ([City, State])
Reports to: [Head of Marketing / Founder]
Employment type: Full-time [or part-time]
FLSA status: Exempt or non-exempt depending on scope (see note)
Compensation: $_ per year [or $______ per hour]
ABOUT THIS ROLE
[Company Name] runs marketing across [channels] with a team of [number]. We are
hiring an AI Marketing Strategist to rebuild how that work gets produced: what
gets generated, what stays human, what gets measured, and where the guardrails
sit.
POSITION SUMMARY
The AI Marketing Strategist designs and runs the AI layer of our marketing
operation. You will choose the tools, build the prompt and workflow library, set
the quality and disclosure standards, and prove the output performs at least as
well as what it replaced.
KEY RESPONSIBILITIES
•Map our content and campaign workflows and decide where AI belongs
•Build and maintain the shared prompt and workflow library
•Set brand voice, fact-checking, and human review standards for AI output
•Run head-to-head tests of AI-assisted work against the previous baseline
•Select and manage marketing AI tools within a [budget]
•Train the marketing team and hold the quality bar
•Track performance: [traffic, conversion, cost per asset, cycle time]
•Keep disclosure and consent practices aligned with [Legal] guidance
REQUIRED QUALIFICATIONS
•[Number] years in marketing with hands-on AI tool usage in production work
•Portfolio of campaigns or content programs with measured results
•Strong editorial judgment: you can tell competent output from filler
•Analytics fluency in [your stack]
PREFERRED QUALIFICATIONS
•Experience in [our category or audience]
•Background in [SEO / lifecycle / paid media]
•Comfort building automations without an engineer
CLASSIFICATION AND COMPLIANCE NOTE
Classification depends on the actual scope. A strategist who sets direction,
chooses tools, and exercises independent judgment on significant matters
normally qualifies for the administrative exemption and must be paid at least
$684 per week ($35,568 a year) on a salary basis under the federal rule. A role
that mainly executes production tasks from someone else's plan is non-exempt:
hourly, with overtime past 40 hours in a week. Titles do not decide this; the
day does. State salary thresholds can be higher than the federal one. This is
general information, not legal advice.
EEO STATEMENT
[Company Name] is an equal opportunity employer and provides reasonable
accommodations for the essential functions of this role.
COMPENSATION AND HOW TO APPLY
Compensation: $_ per year [or per hour], [benefits summary]
To apply, email __ with your resume and two examples of
AI-assisted work you would defend publicly.
Template 5: AI Governance and Risk Strategist
For regulated companies and anyone selling to enterprise buyers: system inventory, risk tiering, approval gates, bias and accuracy testing, vendor due diligence, and audit evidence packages.
AI Governance and Risk Strategist Job Description
AI GOVERNANCE AND RISK STRATEGIST JOB DESCRIPTION
Company: __ ([City, State])
Reports to: [General Counsel / Chief Risk Officer / COO]
Employment type: Full-time
FLSA status: Exempt (see classification note)
Compensation: $_ to $_ per year
ABOUT THIS ROLE
[Company Name] operates in [regulated environment] and now has AI systems
touching [customer data / employee decisions / clinical or financial records].
We are hiring an AI Governance and Risk Strategist to build the control
framework before a regulator, a customer, or an incident asks us for it.
POSITION SUMMARY
The AI Governance and Risk Strategist designs and operates our AI governance
program: the inventory, the risk tiering, the approval gates, the testing
standard, the documentation, and the ongoing monitoring of every system in use.
KEY RESPONSIBILITIES
•Maintain a complete inventory of AI systems, their data, and their owners
•Tier each system by risk and set proportionate controls for each tier
•Build the intake and approval process for new AI use cases
•Define testing and validation standards, including bias and accuracy testing
for any system used in employment or credit decisions
•Require and document meaningful human review where decisions affect people
•Run vendor due diligence: data handling, training data, subprocessors, and
contractual commitments
•Monitor deployed systems and set retirement criteria for ones that drift
•Track applicable federal and state AI and privacy obligations and brief
leadership on changes
•Prepare evidence packages for customer security reviews and audits
REQUIRED QUALIFICATIONS
•[Number] years in risk, compliance, privacy, audit, or security
•Working knowledge of the NIST AI Risk Management Framework or a comparable
control framework
•Ability to translate a control requirement into something engineers can build
•Experience writing policy that survives an audit
PREFERRED QUALIFICATIONS
•Privacy or security certification [CIPP, CISSP, CISA, or similar]
•Experience with automated employment decision tool rules
•Background in [our regulated sector]
CLASSIFICATION AND COMPLIANCE NOTE
This role is exempt under the administrative exemption: the primary duty is
compliance and risk work directly related to general business operations, with
independent judgment on significant matters. One substantive warning belongs in
the posting itself. Federal equal employment law applies to AI tools used in
hiring, promotion, and evaluation, and the EEOC has published guidance on how
the Americans with Disabilities Act applies to software, algorithms, and AI used
to assess applicants and employees. Several states and cities also regulate
automated employment decision tools directly. Confirm what applies where you
operate. This is general information, not legal advice.

accommodations for the essential functions of this role.

document you wrote, redacted as needed.
Template 6: Fractional AI Strategist
For senior judgment without a full-time salary, written as deliverables and milestones rather than duties, with a classification note that takes the contractor question seriously.
Fractional AI Strategist Job Description (Part-Time or Contract)
FRACTIONAL AI STRATEGIST SCOPE AND JOB DESCRIPTION
Company: __ ([City, State])
Reports to: [Founder / CEO]
Engagement: [days per month] for [number] months, [remote / onsite cadence]
Worker status: [W-2 part-time employee / independent contractor: decide before
posting, see note]
Compensation: $_ per [month / day / hour]
ABOUT THIS ENGAGEMENT
[Company Name] needs senior AI judgment but not a full-time salary. We are
engaging a Fractional AI Strategist for [number] months to produce a roadmap we
can execute, stand up basic governance, and coach our internal owner.
SCOPE SUMMARY
The Fractional AI Strategist works [days per month] and is measured on
deliverables, not hours in a seat: an assessment, a prioritized roadmap, a vendor
recommendation, a usage policy, and a trained internal owner who can carry it
forward.
DELIVERABLES AND MILESTONES
•Month 1: workflow assessment across [departments] and an opportunity register
•Month 1: written AI acceptable use policy and system inventory template
•Month 2: prioritized roadmap with cost, effort, and expected return per item
•Month 2: vendor shortlist with a recommendation and negotiated terms
•Month [3]: first pilot live with measurement in place
•Month [3]: handover session and documentation for our internal owner
•Ongoing: [number] hours per month of advisory availability
WORKING ARRANGEMENT
•[Number] days per month, scheduled by mutual agreement
•[Weekly / biweekly] check-in with [the founder]
•Access to [systems] under our standard security terms
•Confidentiality and data handling terms per the signed agreement
REQUIRED QUALIFICATIONS
•[Number] years of AI or automation strategy work, including small companies
•References from at least [number] comparable engagements
•Ability to produce written deliverables, not just meetings
•Comfort teaching a non-technical internal owner to take over
CLASSIFICATION NOTE (decide this before you post)
Fractional does not mean contractor by default. Under the federal economic
reality test, a worker is an employee when the facts show economic dependence on
your business, weighed across control, opportunity for profit or loss,
investment, permanence, skill and initiative, and how integral the work is to
your operation. If you set the schedule, direct the method, and the person works
mainly for you over a long engagement, that is an employee no matter what the
agreement says. Several states apply stricter tests than the federal one. Decide
the status honestly before posting, use a written agreement either way, and
issue the correct tax form. This is general information, not legal advice.
EEO STATEMENT
[Company Name] is an equal opportunity employer and provides reasonable
accommodations for the essential functions of this role.
COMPENSATION AND HOW TO APPLY

What to Pay an AI Strategist
There is no dedicated federal occupation code for AI strategist, so the honest approach is to benchmark against the nearest classifications and place your role between them by scope. The federal wage survey covers the neighboring occupations well, and the spread between them is wide enough to be useful.
Nearest Federal Classifications, National Medians
According to the Bureau of Labor Statistics Occupational Employment and Wage Statistics survey (May 2025), the national median annual wage was $101,860 for management analysts, $120,230 for data scientists, $140,300 for computer and information research scientists, $166,790 for marketing managers, and $175,140 for computer and information systems managers (U.S. Bureau of Labor Statistics, OEWS national estimates). No OEWS occupation corresponds to AI strategist directly.

All figures are BLS OEWS, May 2025, national estimates. Two adjustments matter before you set a range. Geography moves these numbers substantially, so anchor to your metro rather than the national median. And scope moves them more than seniority does: a strategist with vendor and budget authority is paid like a manager whether or not anyone reports to them. Publish a good-faith range where pay transparency laws apply.
Companies Using FirstHR Onboard 3x Faster
Join hundreds of small businesses who transformed their new hire experience.
A full-time AI strategist is normally exempt from overtime, but the exemption comes from duties, not from the title or the salary. The administrative exemption covers office work directly related to management or general business operations that includes the exercise of independent judgment on significant matters, which describes this role well.
The federal administrative exemption regulation also requires salary basis payment of at least $684 per week, which is $35,568 a year, and a highly compensated employee test applies at $107,432 with a relaxed duties standard. Neither salary figure will bind for a real AI strategist offer, so the duties test is the only part doing work. Several states set thresholds above the federal one, and our breakdown of exempt versus non-exempt classification walks through the tests.
Fractional Does Not Mean Contractor
The most common and most expensive mistake with this role is treating a fractional engagement as automatic independent contractor status. The federal economic reality test looks at the whole relationship: control over the work, opportunity for profit or loss, investment by each side, permanence, skill and initiative, and how integral the work is to your business. A person who works two days a week for you and nobody else, on your schedule, using your systems, on work central to your operation, is an employee whatever the agreement says. Several states apply stricter tests than the federal one. Decide status before you post, because changing it after an offer is awkward and changing it after an audit is costly.
The functional variant is the one that most often lands non-exempt. A marketing or operations strategist whose day is producing work from someone else's plan does not exercise independent judgment on significant matters, and that role is hourly with overtime past forty hours in a week. Classify on the day, not on the title.
Governance Duties That Belong in the Job Description
Governance is the part of this role small companies leave out of the posting and then need within six months. Write the inventory, the approval gate, and the usage policy into the responsibilities section, because a strategist hired purely for roadmaps will treat them as somebody else's problem.
Two external anchors make the posting concrete. The NIST AI Risk Management Framework gives the role a voluntary structure built on four functions: govern, map, measure, and manage. And the EEOC guidance on AI and the ADA covers software, algorithms, and artificial intelligence used to assess job applicants and employees.
Give the role a framework to work from
A job description that says build our AI governance without naming a standard produces four months of debate about what governance means. The National Institute of Standards and Technology publishes a voluntary AI Risk Management Framework built around four functions: govern, map, measure, and manage. NIST developed it over eighteen months with more than 240 contributing organizations from industry, academia, civil society, and government. Naming it in the posting does two useful things. It tells experienced candidates you know the vocabulary, which raises the quality of your applicant pool. It also gives the person you hire a defensible structure on day one instead of a blank page, and gives you a way to check progress against something other than their own opinion of it.
AI used on people is regulated already
There is a persistent belief among small employers that AI hiring and evaluation tools sit in a legal gap. They do not. Existing federal equal employment law applies to an automated tool exactly as it applies to a human manager, and the Equal Employment Opportunity Commission has published guidance on how the Americans with Disabilities Act applies to software, algorithms, and artificial intelligence used to assess job applicants and employees. Several states and cities go further with rules aimed specifically at automated employment decision tools, some requiring bias audits and candidate notice. If your AI strategist will touch anything used in hiring, promotion, discipline, or scheduling, put that responsibility in the job description and put a named legal reviewer next to it.
The inventory is the deliverable nobody asks for
Most small companies cannot answer three questions: which AI systems are in use here, what data goes into them, and who approved each one. The answer is usually worse than expected, because staff adopt tools individually and expense them quietly. A written inventory with an owner, a data classification, and an approval date per system is the least glamorous item on this list and the one that pays first. It is what an enterprise customer asks for during a security review, what an insurer asks for at renewal, and what you will need on the worst day if something goes wrong. Write it into the responsibilities section explicitly, because a strategist hired for roadmaps will not volunteer for it.
Measure the thing you claimed you would save
The most common failure of an AI initiative at a small company is not a technical failure. It is that nobody wrote down the baseline before the pilot started, so twelve months later there is no honest way to say whether anything improved. A job description fixes this cheaply: require a documented baseline and a success metric for every use case before build begins, and a written keep or kill decision at the end. Ask candidates in the interview for a project they killed. The ones who have killed something have been accountable for outcomes. The ones who have never killed anything have usually never been measured on results at all.
If any of this touches hiring, the stakes rise. Automated screening is regulated as an employment practice, and our guide to AI screening in recruitment covers what small employers have to get right. For the wider picture of where these tools fit inside an HR function, see AI in HR.
Hiring an AI Strategist Without an HR Department
Three things go wrong when a small company hires this role: the founder cannot evaluate the candidates, the title attracts far too many applicants, and the offer lands before any of the access and paperwork is ready. Each one has a fix that costs nothing.
You are hiring for a job you cannot fully evaluate
Almost every small company hiring an AI strategist is hiring above its own expertise. The founder cannot tell a strong answer from a fluent one, and this field rewards fluency. The fix is to stop interviewing on knowledge and start interviewing on evidence. Ask for a project that shipped, the baseline before it, the number after it, and who paid for it. Ask what they killed and why. Then run a short paid exercise on your actual data or your actual workflow, scoped to a few hours and compensated, and watch what questions they ask before they start. The candidates who ask about your data quality, your approval chain, and who owns the process afterward are the ones who have done this in a company like yours rather than in a deck.
The title attracts everyone, so the posting has to repel most of them
AI strategist is one of the most attractive titles in the current market, which means a vague posting gets buried in applications from people with no shipped work. Specificity is your filter. Name the scope, name the systems, state whether the role is hands-on or advisory, state the budget authority, and publish the pay range. Every concrete detail removes a batch of unqualified applicants and pulls in the few who match. A posting that could describe any company at any stage will be answered by candidates who could work anywhere, and you do not have the screening capacity to sort them.
The offer lands and nothing behind it is ready
An AI strategist joins and immediately needs access to systems, data, and people: your CRM, your helpdesk, your file storage, your analytics, plus a signed confidentiality agreement and a data handling acknowledgment that actually means something given what this role will see. At a company with no HR person, that arrives as a scramble in week one and the first month gets spent waiting. FirstHR was built for exactly that gap. The onboarding wizard runs the same sequence for every hire, e-signature handles the confidentiality and acceptable use agreements, document management stores signed policies against the employee profile, and training modules cover security and data handling before system access is granted. Applicant tracking is coming soon to FirstHR.
Once the offer is signed, the work becomes a repeatable onboarding checklist: agreements signed, systems provisioned, data handling training completed, and a written 90-day scope the new hire agrees to in the first week.
Key Takeaways
AI strategist covers at least four different jobs: first AI hire, portfolio owner, functional strategist, and governance owner. Pick one before writing the posting.
There is no federal occupation code for the title, so benchmark against management analysts at $101,860, data scientists at $120,230, and computer and information systems managers at $175,140 (BLS OEWS, May 2025).
A full-time strategist with independent judgment is normally exempt under the administrative exemption; a mostly executional functional role is non-exempt and owed overtime.
Fractional does not mean independent contractor. The federal economic reality test looks at control, permanence, and how integral the work is, and several states apply stricter tests.
Write governance into the responsibilities: a system inventory, a risk tier, an approval gate, and a usage policy, anchored to the NIST AI Risk Management Framework.
Screen on shipped projects with a baseline and a number attached, and ask every candidate for one project they killed.
This hire needs system access, a confidentiality agreement, and a data handling acknowledgment on day one. FirstHR runs that sequence the same way every time, with e-signature for agreements, document storage against the employee profile, and training modules completed before access is granted. Applicant tracking is coming soon to FirstHR.
Frequently Asked Questions
What does an AI strategist do?
An AI strategist decides where artificial intelligence is worth applying inside a business and makes those projects happen. The work has four parts: finding and ranking use cases by cost, effort, and expected return; choosing tools, models, and vendors; running pilots with a measured baseline and a keep or kill decision; and writing the rules for how staff may use AI, including an inventory of every system in use and what data it touches. At a large company that is a portfolio and governance job with a budget attached. At a small company it is hands-on, because there is nobody else to build the thing. The single biggest mistake in a posting is leaving that difference unstated, because an advisory posting attracts advisors and a small business usually needs a builder.
How much does an AI strategist make?
There is no dedicated federal occupation code for AI strategist, so pay has to be benchmarked against the nearest classifications. According to the Bureau of Labor Statistics Occupational Employment and Wage Statistics survey (May 2025), the national median annual wage was $101,860 for management analysts, $120,230 for data scientists, $140,300 for computer and information research scientists, and $175,140 for computer and information systems managers. The realistic band for an AI strategist sits between those anchors and moves with scope: a functional strategist inside one department lands near the management analyst range, a first AI hire with real ownership lands near the data scientist range, and a head of AI strategy with budget authority lands near the computer and information systems manager range. Benchmark to your metro and your actual scope, and publish a good-faith range where pay transparency rules apply.
Is an AI strategist exempt from overtime?
Usually yes, but the exemption comes from duties rather than from the title. A full-time AI strategist who sets direction, selects vendors, controls spend, and exercises independent judgment on significant matters normally meets the administrative exemption, and a role requiring advanced specialized knowledge may meet the learned professional exemption instead. Both also require salary basis payment of at least $684 per week, which is $35,568 a year under the federal rule, and that floor sits far below any realistic offer for this role. Two exceptions matter. A junior or functional strategist whose day is mostly executing someone else's plan is non-exempt and owed overtime past forty hours in a week. And several states set their own salary thresholds above the federal one, so check yours before you classify. This is general information, not legal advice.
What is the difference between an AI strategist and an AI product manager?
An AI strategist works across the company and an AI product manager works inside one product. The strategist asks where AI should be applied at all, which functions gain most, what it costs, which vendor to use, and what rules everyone follows. The product manager takes a defined AI product or feature and owns its roadmap, requirements, and release. The strategist role is broader and shallower per project; the product manager role is narrower and deeper. A small company almost always needs the strategist first, because until someone has ranked the opportunities there is no product to manage. Related titles split the same way: an AI engineer builds systems, a prompt engineer optimizes model behavior, a data scientist builds and validates models, and an AI analyst reports on what deployed systems are doing.
Should a small business hire a full-time or a fractional AI strategist?
Start fractional unless you already have several AI projects running. A fractional engagement of a few days a month for three to six months buys you the assessment, the roadmap, the vendor decision, the usage policy, and a trained internal owner, at a fraction of a full-time salary, and it tells you whether there is enough work to justify a permanent hire. Move to full-time when the roadmap has more funded items than a part-time person can supervise, when governance needs continuous attention, or when the work touches employee or customer decisions that require ongoing oversight. One caution: fractional does not mean independent contractor by default. If you set the schedule, direct the method, and the person works mainly for you over a long engagement, that is an employee under the federal economic reality test, and several states apply stricter tests still.
What qualifications should an AI strategist have?
Prioritize shipped work over credentials. The qualification that predicts success is a portfolio of AI or automation projects that reached production with a measured outcome, ideally at a company of similar size to yours, because running a project with an engineering team behind you is a different job from running one alone. Beyond that, look for the ability to write a business case a non-technical owner can act on, enough technical fluency to survive a vendor pitch without being sold to, and change management experience with staff who did not ask for any of this. Certifications and graduate degrees are useful signals but weak predictors on their own. In the interview, ask for the baseline before a project, the number after it, and one project they killed.
How do I hire an AI strategist without an HR department?
Run a short, specific process and prepare the back half before you post. Write the posting for one of the four scopes rather than all of them, name your current systems, state whether the role is hands-on, and publish the pay range. Screen on shipped projects with numbers attached. Run one paid working session on your real workflow rather than a fourth interview. Check references with people who paid for the work, not colleagues. Then decide employee or contractor status before the offer, not after. Once the offer is signed, this hire needs system access, a confidentiality agreement, and a data handling acknowledgment on day one, which is exactly the burst small companies handle badly. FirstHR runs that onboarding sequence with e-signature, document storage, and training modules. Applicant tracking is coming soon to FirstHR.
