The first time a customer asked me for an HR admin officer job description, I assumed it was a typo for HR administrator. It was not. She ran a 40-person nonprofit, and officer was the title her board had used for a decade, sitting between the program coordinators and the Executive Director on an org chart nobody wanted to renumber.

That is the pattern. The officer title is not a different job, it is a different naming convention, and it clusters in specific places: nonprofits, schools and districts, city and county agencies, and the US arms of companies headquartered abroad, where officer is a standard HR grade rather than a promotion.

The trouble starts when a title borrowed from one system meets the rules of another. An officer sounds senior, so the role gets a salary, and the salary gets assumed into an overtime exemption it does not qualify for. What an HR Admin Officer Does

An HR admin officer maintains employee records, processes HR paperwork, supports hiring and onboarding, administers benefits and leave documentation, and answers routine employee questions. The role works inside policy that someone else wrote, and escalates anything that requires interpretation.

The scope moves with the size of the employer. Inside a larger HR team the officer is a records and process role. In a small nonprofit or a single school, the same title covers the entire people function, including board reporting and the annual benefits renewal, because there is nobody else to cover it.

Write the Duty List Before You Pick the Title
Officer, administrator, assistant, and coordinator are used interchangeably across employers, and no single definition holds. Decide what the job actually does first: does it keep records, run processes, or interpret policy? Then choose the title your candidate pool searches for. Getting this order backwards produces a posting that attracts people who want the job the title implies rather than the job you have.

Why the Officer Title Shows Up Where It Does

Officer appears in organizations that inherited a grading system rather than invented one. Nonprofits, public agencies, and schools borrow it from civil service and charity sector conventions, and US entities of global employers get it from a parent company where officer is the standard rung below manager.

That matters because each of those settings changes what belongs in the posting. A grant-funded nonprofit role needs a funding period. A school role needs clearance timing. A public agency role needs a grade and step. Here is what the title usually means in each.

Nonprofits

The line that decides everything else is whether the role administers benefits or advises on them. Administration is processing enrollments against a plan someone else selected. Advice means interpreting eligibility and recommending changes, which starts to look like the HR specialist tier and shifts both the pay benchmark and the overtime analysis.

The Officer Title Does Not Decide Overtime

An HR admin officer is usually non-exempt, which means hourly pay, tracked hours, and overtime past 40 hours in a workweek. The exemption analysis looks at duties and pay, and a title that sounds senior carries no weight in it.

The federal rule on the administrative exemption sets two conditions. The employee must be compensated at a rate of not less than $684 per week on a salary or fee basis, and the primary duty must be office or non-manual work directly related to the management or general business operations of the employer, including the exercise of discretion and independent judgment with respect to matters of significance.

Administrative Work in the Legal Sense Is Not Administrative Work in the Everyday Sense
Human resources appears by name in the regulation as an example of work related to general business operations, which is why the assumption spreads. The second half of the test is where the officer role usually fails: applying an existing policy to a routine case is not the exercise of discretion and independent judgment on matters of significance. Deciding what the policy should be is. If the daily work is records, forms, enrollments, and answering standard questions, classify the role as non-exempt and pay overtime.

The Records Duties That Carry Legal Weight

Most of an HR admin officer job description is routine, but a handful of records duties carry real consequences and belong in writing. Retention periods, file separation, and confidentiality are the three that turn into findings when they go wrong.

Under EEOC recordkeeping requirements, employers keep all personnel and employment records for one year, and for one year from the termination date where employment ended involuntarily.
