Operations engineer is one of the least standardized titles in American hiring. At one company it is the person who gets paged at three in the morning when production goes down. At the next it is the engineer who cuts changeover time on a plant floor. At a third it is whoever drives to a customer site when the equipment stops. The title tells a candidate almost nothing.
I learned that expensively. An early version of this posting on my own team pulled in a pile of applications and almost no fit, because I had described the job by its title instead of by what the person would own on their first Monday. The candidates were not wrong. The posting was.
There is also no federal occupation with this name, so there is no wage figure to look up and no standard duty list to borrow. What an Operations Engineer Owns
An operations engineer owns the run phase: keeping something that already exists running well, measurably, and without heroics. That is the one thing every version of the title shares. What gets run changes completely depending on which of four industries you are in.
The distinction matters because it determines your candidate pool, your pay band, and your legal obligations. A software operations hire and a building operations hire share a word and nothing else, and a posting that blends the two reads as a company that has not decided what it needs.
Software and production infrastructure
Keeps what shipped running
Monitoring, incident response, deployment pipelines, capacity, and automation. The nearest neighbors are DevOps and site reliability, and candidates from those tracks will apply to this posting whether or not you meant them to.
Manufacturing and plant
Improves how the line runs
Cycle time, yield, downtime, changeover, cost per unit. Closer to industrial engineering than to anything with a keyboard, and the strongest candidates come from the floor rather than from a job board.
Field operations
Fixes it at the customer site
Installation, commissioning, service calls, and customer training across a territory. Travel time, mileage, and per diem are part of the offer, and for a non-exempt worker part of the wage calculation.
Building and facilities
Runs the physical plant
HVAC, boilers, chillers, electrical distribution, and life safety systems. Often licensed at the city or state level, almost always hourly, and frequently posted under the older title of operating engineer.
Name the Systems, Not the Category
The fastest improvement to any operations engineer posting is replacing the category with the specifics. Not modern cloud infrastructure but these three services on this platform, at this request volume, with this uptime commitment. Not manufacturing equipment but these two lines running this product at this volume. Candidates for this role are evaluating whether your problems are interesting and whether your on-call will ruin their life. Both questions need specifics to answer.
Set the Scope Before You Set the Title
Decide what the person will own and what they are accountable for before you argue about whether to call the role operations, DevOps, or site reliability. Scope is what candidates screen on. The title only decides which search they found you through.
Small teams get this backward. The posting starts as a list of every operational chore nobody currently owns, then a title gets picked to cover the pile. Here is the inventory a good scoping pass produces instead.

The riskiest part of this posting is the word contractor. Under the FLSA, worker
status is decided on the economic reality of the relationship, not on the label

describing an employee, and misclassification exposes you to back overtime,

The word engineer in a job title creates no overtime exemption. Classification turns on what fills the week, measured against the federal duties tests, and operations roles fall on both sides of the line more often than most technical titles.
The relevant rule for technology roles is the federal regulation on computer employees as exempt professionals, which the Department of Labor summarizes in Fact Sheet 17E. It requires qualifying duties plus $684 per week on a salary basis or $27.63 per hour, and it explicitly does not reach employees whose work merely depends on computers.
The computer exemption is narrower than it sounds
The exemption for computer employees covers systems analysts, programmers, software engineers, and similarly skilled workers whose primary duty is systems analysis, design, development, or testing. The Department of Labor is explicit that job titles do not decide the question, and that employees whose work merely depends on computers are not covered. Help desk work, hardware repair, network maintenance, and operating systems built by someone else fall outside it. Pay matters too: the role must clear $684 per week on a salary basis or $27.63 per hour. A small-team operations engineer often lands outside the computer exemption and inside either the administrative exemption or no exemption at all. Plant and facilities roles usually go the other way
A degreed engineer analyzing a production process and designing changes generally qualifies as a learned professional or an administrative employee, subject to the $684 per week salary basis test. A person who operates, adjusts, monitors, or repairs equipment does not, however skilled the work is and whatever the title says. Building operations engineers, stationary engineers, boiler operators, and most maintenance technicians are non-exempt hourly employees entitled to overtime past forty hours in a week. The word engineer in the title carries no legal weight at all. On-call is a budget line, not a favor
For a non-exempt operations engineer, on-call time can be hours worked. The federal rule turns on whether the employee can use the time effectively for personal purposes: someone required to stay on the premises, or so close by that the time is not their own, is working while on call, while someone free to go about their life and simply reachable generally is not. Whether a given rotation counts is a question of fact decided case by case, and restrictive rules push it toward compensable. Callback time, once the phone rings and work begins, is hours worked either way. Write the rotation policy down before the first hire joins it: who is on call, for how long, the response expectation, the stipend, and how callback minutes get recorded. Contractor is the most expensive shortcut here
Operations work invites contractor arrangements because the need arrives before the budget does. That is fine when the engagement is genuinely scoped, time-bound, and outcome-based. It stops being fine when you set the schedule, direct the method, supply the tools, fold the person into your team, and renew indefinitely, because worker status under the FLSA turns on the economic reality of the relationship rather than on the label in the agreement. The IRS runs its own control test for tax purposes, and several states apply tests stricter than either. The bill for getting it wrong is back overtime, back taxes, and penalties, usually arriving long after the engagement ended. Use the contract template only for work that is genuinely a project. On-Call Time and Hours Worked
For a non-exempt operations engineer, on-call time may be compensable, and the test is how much freedom the rotation leaves. An employee required to stay on the premises, or so close by that the time cannot be used effectively for their own purposes, is working while on call.
The Department of Labor sets that standard out in Fact Sheet 22 on hours worked, which also notes that whether any particular on-call arrangement counts is a question of fact decided case by case. Someone free to go about their life while reachable by phone generally is not working. Once the phone rings and the work starts, callback time is hours worked either way.
Write the Rotation Policy Before the First Hire Joins It
The most common self-inflicted wound in operations hiring is designing the on-call rotation during the first bad week. Decide it in advance: who is on call, for how long, what the response expectation is, whether the rotation carries a stipend, how callback minutes get recorded, and what happens when the same person covers three weekends running. Put the structure in the posting. Candidates for this role will ask in the first interview anyway, and a company that already has an answer looks like a company worth joining.
What to Pay an Operations Engineer
There is no Bureau of Labor Statistics occupation called operations engineer, so no single national figure exists to quote. Benchmark against the nearest classification for the actual duties, not for the title, and expect the four industry versions of this role to sit in genuinely different pay bands.
