What an Employee Time Study Is
An employee time study is a structured observation of how long a defined task takes, recorded across repeated cycles so the average means something. An observer sets the start and stop points, times each cycle, notes anything unusual, and averages the result. That average becomes a standard time after two adjustments: one for the pace the person was working at, and one for the allowances any real shift requires.
It measures the work, not the worker. That distinction is the whole game, and it decides whether a study produces useful numbers or a defensive team. The practical rule: keep running timesheets for pay, run a time study when you need a number to plan or quote from, and reach for work sampling when the work is too varied to time cycle by cycle. They coexist comfortably, and a study never replaces the payroll record.
Time Study vs. Time and Motion Study
A time study measures duration; a motion study examines the sequence of movements inside the task. The classic pairing, usually called a time and motion study, does both at once: time the task, then question whether the steps themselves need to exist in that order.
For a small business, the useful version is simple. Run the element cycle study first, because it shows which step is consuming the time. The motion question follows naturally from the answer, and it is usually cheaper to fix a layout or a handoff than to add a person.
What to Include

How to Run a Time Study
Running a time study takes an afternoon, and most of the value comes from the two steps people rush: defining the unit and explaining the purpose. Here is the sequence the templates are built around.
How Many Observations Do You Need?
Time enough cycles that the average stops moving, which for a short repeatable task usually means five to ten. The spread column on the observation sheet is the real test: when the fastest and slowest cycles sit close together, you have enough, and when they are far apart, the interesting question is why.
Whom you observe matters as much as how many cycles you time. Federal guidance for setting wage rates from work measurement recommends evaluating at least three different workers and averaging their productivity ratings to establish the standard, and it warns against evaluating anyone before they have had a chance to become familiar with the job or at a moment when fatigue is dragging output below normal. Both cautions come from Department of Labor guidance on commensurate wage rates, and both apply to any study you run.
Rating, Allowances, and Standard Time
Standard time is the average observed time adjusted twice: multiplied by a performance rating for pace, then increased by an allowance percentage. On the worksheet, a rating of 100 means a normal, sustainable pace, so a rating of 115 tells the sheet the person you timed was moving faster than normal and the standard should be higher than what your stopwatch said.
Allowances exist because nobody produces for 60 uninterrupted minutes an hour. The worksheet splits them into three: personal needs, fatigue, and unavoidable delay. Rest is not a rounding error either. From Standard Time to Headcount
Turn standard times into a staffing number by multiplying each task by its weekly volume, totaling the hours, and dividing by the hours one person is realistically available for that work. This is where a time study stops being an interesting exercise and starts answering a question you were going to guess at otherwise.
The step people skip is the availability factor. A scheduled 40-hour week does not deliver 40 hours of the measured task, because meetings, training, and the twenty small things nobody logs take their share. The worksheet applies a percentage, so 40 scheduled hours at 80 percent availability gives 32 effective hours, and 101 hours of measured workload comes out to 3.2 people rather than the 2.5 a naive calculation suggests.

Read the gap before acting on it. Pay and Recordkeeping During a Study
An employee being timed is working, so the study day is paid exactly like any other day. Under the Fair Labor Standards Act you must pay for all time you suffer or permit an employee to work, and a study creates no exception. The same goes for a self-recorded log, which is a task you assigned.
Short breaks inside the study day stay paid. Rest periods of roughly 20 minutes or less are customarily counted as hours worked, while a bona fide meal period of 30 minutes or more, with the employee fully relieved of duty, generally is not, according to Department of Labor guidance on hours worked. None of this changes because you happen to be holding a stopwatch.
One more caution if the study feeds pay directly. Where standard times set a piece rate, overtime still has to be calculated on the regular rate for hours over 40 in a workweek, and the piece rate has to deliver at least the minimum wage.
