The first time I sat in on a civil engineering interview at a small firm, the owner asked four questions, liked the guy, and made an offer that afternoon. Six months later the firm was paying a peer to re-check a drainage design that had come back from the county twice. The candidate could talk about projects fluently. He had never actually owned one from survey to permit, and nothing in that interview had asked him to prove otherwise.

That is the specific failure mode with this hire. Civil engineering candidates describe large, impressive projects, and a title on a resume does not tell you which sheets the person drew, which criteria they applied, or whether a reviewing agency has ever handed their work back. The questions below are built to find out.

What a Civil Engineer Does at a Small Firm

At a small firm, a civil engineer designs the physical infrastructure of a site or a project and then defends that design through agency review and construction. The work splits into three phases that the interview should test separately: design production, permitting, and construction administration. Large firms let a person specialize in one. Small firms rarely can.

Design production is grading, layout, drainage, utilities, and the calculations behind them. Permitting is submitting to the jurisdictions that govern the site and working their comments back into the plans. Construction administration is answering requests for information, reviewing submittals, visiting the site, and deciding quickly when a contractor says the plan does not work in the ground.

Understand which of those three the role actually needs. A hire who has only ever produced drawings under a senior engineer can be excellent, but if the job is to carry a permit through a county review board next month, that gap will show up on your schedule rather than in the interview. Match the Sets to the Role

Ask this set of every civil engineering candidate, whatever the discipline or the
seniority. It tests whether the person has personally produced design work, knows
what governs that work, and can explain it to someone who is not an engineer. Ask
6 to 8 questions, take notes on the actual words used, and score on the rubric in

PHONE SCREEN (15 MINUTES, RUN THIS FIRST)

1. Which drawings in your last project did you draft or design yourself?
(Good answer: names specific sheets. Vague "I supported the team" needs a
follow-up on what they personally produced.)
2. What is your license status: EI or EIT, PE, or neither, and in which states?
3. What design manuals or codes did you work to on your last three projects?
4. What software do you produce drawings and models in day to day?
5. How much of your time was design at a desk versus site visits and meetings?
6. What size projects have you run without someone checking every sheet?

CORE QUESTIONS

1. Walk me through how you take a site from raw survey data to a permitted plan
set. What happens in what order?
(Good answer: a real sequence. Boundary and topographic survey, existing
conditions, zoning and code research, layout, grading, utilities, drainage
design, erosion control, then agency submittal. Says what governs each step.)
2. What design criteria did you use on your last project, and where did they come
from?
(Good answer: names the local land development code, a state DOT manual, or a
specific standard, and knows which jurisdiction adopted it.)
3. Tell me about a calculation you did that changed the design.
(Good answer: an actual number, an actual consequence. Flow rate, grade,
bearing capacity, quantity, a wall that got taller or a pipe that got bigger.)
4. Describe a plan set that came back with heavy review comments. What were they
and what did you change?
(Good answer: names a specific comment, says honestly whether the reviewer was
right, and describes a change to their own quality control afterward.)
5. How do you check your own work before it goes out the door?
(Good answer: a repeatable method. A checklist, an independent reviewer, a
quantity cross-check, a clash review against utilities.)
6. Explain a technical constraint on one of your projects the way you would
explain it to a client who is not an engineer.
(Good answer: plain language, no acronyms, gets to the cost or schedule impact.)
7. What part of civil engineering are you weakest in?
(Good answer: a real, specific gap and how they handle it. "Nothing" is a
worse answer than any honest limitation.)
8. When does a job stop being yours and go to a specialist?
(Good answer: knows the edge of their competence. Names geotechnical,
structural, environmental, or survey work they would hand off.)

Numbers, not adjectives. Slopes, flows, quantities, elevations, dollars

WHEN TO USE THIS SET

Civil engineering is not one job. A land development engineer laying out a
subdivision and a water resources engineer modeling a floodplain share a title
and very little else. Decide which discipline you are actually hiring for, then
ask only that block. Ask a second block only if the role genuinely spans both.

(Good answer: names a method, the required design storms, the release-rate
criterion set by the jurisdiction, and the model used. Software alone is a
weak answer.)

hydrograph model?
3. Walk me through a storm sewer design, from inlet spacing to outfall.
4. What is your experience with floodplain work and the associated permits?
5. How do you design a culvert crossing, and what governs the sizing?

The same question has a different correct answer at each level. An entry-level

2. A contractor calls from the field and says your plan does not work. Walk me
through the next hour.

slope. Ask for the approach and the calculation, not a finished drawing.
3. Comment response: hand them three real agency review comments and ask for the
written responses they would send back.
4. Scoping exercise: describe a small project and ask for the tasks, the
deliverables, and an hours estimate.
Show the result to a friendly engineer at a supplier, a client, or a peer firm.

How to Judge Depth Without an Engineering Degree

You do not need to grade the engineering, you only need to tell a specific answer from a vague one. The pattern is consistent across every discipline: strong answers carry numbers, name the authority that set the criterion, and include at least one thing that went wrong. Weak answers carry adjectives, describe team accomplishments with no personal contribution, and report that everything went smoothly.

Walk me through how you take a site from raw survey data to a permitted plan set.
Strong answer: A real sequence with what governs each step: boundary and topographic survey, existing conditions, zoning and land development code research, layout, grading, utilities, drainage design to a stated criterion, erosion control, then the agency submittal. A strong candidate names the jurisdiction and says which step usually creates the schedule risk.
Weak answer: A list of drawing names in no particular order, with no mention of criteria, no jurisdiction, and no sense of what depends on what.
How do you size a detention or stormwater facility?
Strong answer: Names a method and says why it fits the site, names the design storms the jurisdiction requires, states the release-rate criterion, names the model, and mentions checking tailwater or the downstream system. A strong answer treats the software as a tool and the criteria as the actual answer.
Weak answer: Names a software package and stops there. Software proficiency without the governing criteria means the numbers cannot be defended in review.
Tell me about a plan set that came back with heavy review comments.
Strong answer: Names a specific comment, says plainly whether the reviewer was right, explains how a genuine disagreement was resolved with a code citation, and describes what changed in their own checking process afterward. Every working engineer has this story.
Weak answer: Everything always sailed through, or every comment was the reviewer being unreasonable. Both answers tell you the candidate has either not done the work or does not learn from it.

Four probes do most of the work, and none of them require you to know the subject matter. They work because a candidate who has genuinely produced design work reaches for specifics without effort, while a candidate who has watched others produce it has to generate them on the spot.

The most reliable evaluation is not a question at all. Give a short paid exercise with a strict two-hour cap: a redline review of a real plan sheet, a small grading problem with a fixed outfall elevation, or written responses to three actual agency comments. Then show the result to a friendly engineer at a supplier, a client, or a peer firm. That borrowed hour is the cheapest insurance on this hire, and it fits naturally with a skills-based hiring approach.

Ask by Discipline, Not by Job Title

Ask the questions that match the work rather than the questions that match the title. A land development engineer setting finished floor elevations and a water resources engineer modeling a floodplain are doing unrelated jobs under the same two words. Decide which one you need, then ask only that block.

The cross-discipline question worth asking everyone is where their expertise ends and someone else takes over. Engineers who answer that cleanly are the ones who will tell you a job needs an outside specialist instead of quietly guessing. If the answer is that nothing ever gets handed off, you have learned something.

One practical note on scoping: if the role is really about coordinating a build rather than producing design, you may be looking for a construction project manager or a surveyor instead. Sorting that out before you post saves a round of interviews with the wrong candidates.

PE Licensure, Stamping, and Responsible Charge

Require a Professional Engineer license only when the work actually needs a seal, because requiring one otherwise shrinks your candidate pool and raises your pay range for nothing. Sealed drawings, permit submittals and plan review, and engineering services offered directly to the public are the usual triggers.
