The first marketing job description I wrote as a founder was a list of tools. Analytics, ad platforms, an email system, a content system, a design tool. Sixty applications arrived, every one of them from someone who could operate those tools, and not one from someone who could tell me which of them deserved our money.

That is the whole problem with the strategist posting. The title says strategy and the responsibilities say execution, so the posting quietly recruits for the wrong job. A digital marketing strategist is hired to make decisions: what gets funded, what gets cut, what number the work is judged on. If those decisions are not in the job description, they are not in the job.

Strategist or Specialist: Which Job Are You Actually Filling?

The dividing line is decision authority, not seniority. A strategist decides where the budget goes and defends the allocation. A specialist executes inside a channel someone else chose to fund. Both are real jobs and most small businesses need the second one first.

Getting this wrong is expensive in a quiet way. You pay a strategist salary for execution work, or you hire a planner into a company that has nobody to run the plan and watch six months produce a very good document. The One-Question Test Before You Post
Can this person move money between channels on their own signature? If yes, you are hiring a strategist and the posting should state the threshold. If no, you are hiring a specialist or an analyst who recommends, and calling it a strategist role will attract senior candidates who leave once they discover the title was decoration. Answer the question before you write a single responsibility.

In-House, Agency, or Fractional

Three models fill this role, and the right one depends on your spend and on whether execution is already covered. In-house buys context and availability. An agency buys breadth. A fractional strategist buys senior judgment without a salary.

The cost comparison is not just salary against retainer. An in-house strategist learns your margins and your sales cycle, which is exactly the knowledge that makes an allocation decision good rather than generic. That knowledge does not transfer when a retainer ends.

What Belongs in a Strategist Posting

A strategist job description does four things at once: it describes the business honestly, it filters out operators applying for a planning job, it protects you on classification, and it convinces a senior candidate that the plan will actually get funded. Most postings do only the first.

The omission that costs the most is the budget. Candidates at this level want to know what they are planning against, because a strategist with no money is a consultant writing memos. If you cannot publish the number, publish the range or the order of magnitude. Fractional does not automatically mean contractor. Under the FLSA the analysis
looks at the economic reality of the relationship: control over the work,
opportunity for profit or loss, investment, permanence, skill and initiative,
and how integral the work is to your business. A genuinely independent
strategist sets their own hours, uses their own tools, serves other clients, and
delivers against a scope. If you set the schedule, supply the equipment, and
direct the method, you have a part-time employee and the whole wage and hour
framework applies. The IRS applies its own common law test, and state tests can
be stricter still. Issue Form 1099-NEC for contractor payments at or above the
current reporting threshold of $2,000 for payments made on or after January 1,

Write Down the Decision Rights

Four things turn a vague strategist posting into a specific one: the budget authority, the channel scope, the primary metric, and the planning-to-execution split. State all four in numbers and the posting starts filtering for you.

This is the section most small businesses skip, and skipping it is why strategist searches take twice as long as they should. Vagueness reads as a company that has not decided what it wants, and senior candidates avoid that on principle.

Budget: what can they move without asking
Write a number. A strategist who has to escalate every reallocation is a planner with no authority, and strong candidates read that in the first interview. State the monthly spend they plan against and the amount they can shift between channels on their own signature. If the honest answer is that you approve everything, say so and price the role accordingly, because you are hiring an analyst who recommends rather than a strategist who decides.
Channels: what is in scope and what is off limits
List the channels running today, the ones you are open to, and the ones that are politically untouchable. Small businesses almost always have one of the third kind: the trade publication the owner likes, the sponsorship tied to a relationship, the campaign someone's cousin runs. Naming it in the posting saves a painful month later. A strategist who knows the constraint can plan around it. One who discovers it in week three learns that the plan was never really theirs.
Metrics: the one number the role is judged on
Pick a single primary metric and two supporting ones, and put them in the posting. Qualified leads, customer acquisition cost, return on ad spend, or revenue from a defined set of channels are all defensible choices. Traffic and impressions are not, because they can be bought without producing anything. If you cannot yet measure the primary metric, the first deliverable is the measurement setup, and the job description should say that rather than pretending the tracking already works.
Execution: who actually builds the thing
Say what percentage of the week is planning and what percentage is hands on keyboard. At a small business the answer is rarely zero execution, and pretending otherwise produces a candidate who arrives expecting to think for a living and quits when they are asked to build a landing page. Sixty percent planning and forty percent execution is a normal split for a first strategic hire. Write the split down, then honor it.

Is a Digital Marketing Strategist Exempt or Non-Exempt?

A genuine strategist role usually qualifies for the FLSA administrative exemption, because allocating a budget across channels is the exercise of discretion and independent judgment on matters of significance. A role that executes campaigns to targets set elsewhere has a much weaker case.

The federal test for the administrative exemption has three elements: a salary of at least $684 per week ($35,568 per year), a primary duty of office or non-manual work directly related to management or general business operations, and discretion and independent judgment on matters of significance. Marketing and advertising are named functional areas in the regulation, so the middle element is rarely the problem. The Title Does Not Carry the Exemption
Calling a role strategist does not make it exempt, and paying a salary does not either. The exemption turns on what the person does most of the day. A common small business pattern is real drift: the strategist is hired to plan, then absorbs execution as the team stays small, and two years later the job is mostly production work. Review the duties when the job changes, not only at hire. Anyone outside the exemption needs hours tracked and overtime paid past forty in a week.

The Rules a Strategist Owns
